As a side comment, you can add pictures to your post here, not required to use OneDrive.
Is your Raspberry Pi connected to the Internet?
It looks that is not able to download the application jar file.
If it is, try to ping www.yo3ggx.ro. It may be a problem with the name resolution.

Try the following command from the console:

wget https://www.yo3ggx.ro/jAReC/v4/jarec64.jar

And tell me the error you get.

I have a Finnish raspberry, so I translated it with google.
ari@raspberrypi:~ $ wget wget https://www.yo3ggx.ro/jAReC/v4/jarec64.jar wget: missing URL Usage: wget [SELECTOR]... [URL]... Add switches with the command "wget --help". --2023-03-08 16:33:14-- https://www.yo3ggx.ro/jAReC/v4/jarec64.jar Let's find out the address www.yo3ggx.ro (www.yo3ggx.ro)... 188.27.67.249 Connecting to server www.yo3ggx.ro (www.yo3ggx.ro)|188.27.67.249|:443... combined. HTTP request sent, waiting for response... 200 Okay Length: 9026416 (8.6M) [application/java archive] Stored in: "jarec64.jar" jarec64.jar 100%[=====================>] 8.61M 1.91MB/s consumed 4.9s 2023-03-08 16:33:19 (1.75 MB/s) - "jarec64.jar" saved [9026416/9026416]

I think I've downloaded jarec, it can be found in the download folder, but I can't open it even though the commands I type in the terminal are correct.

If you have the jar file (jarec64.jar) in the same folder, just run:
./jarec.sh

I got help from a friend who is a familiar device with raspberry. According to him, there were problems with usb drivers, he did some installations and now jarec works. Jarec stays on and tx audio sounds good, but still has the same annoying feature as in the windows version. When I press the ptt button, the radio emits a strong transmission for a short moment, which can be heard on opposite stations as a dull noise. With Windows, I have used the KRISP program, which I used to get rid of that annoying problem. https://krisp.ai/ if I use headphones on the mobile phone or rx audio is turned off on the mobile phone, then that problem does not exist.
