About what radio model are you talking about?
IC7000 does not support Power On/Off over CAT.

Regarding he issue with PTTKEY, this setting is now (v3.1.1) in the radio profile file, so in a totally different place, so I see no way how can be still impossible to remove it as by just starting version 3.1.1 is set to default (no key defined).
The profile file is available (when connected to a PC) in:
\Internal shared storage\Android\data\ro.yo3ggx.rxtxpro\files\Radios\radioname.prf

Sri, I accidentally said ic 7100. I have an ic7300 it does work off / on.

I have an IC7300 myself, so this is one of the rigs I test my app.

I have now got my tablet and sony phone on / off to work, but the Huawei pro 30 does not turn on the radio.

Check the settings. If other commands work, then power On/Off must work too, are sent in the same way.
Eventually reload the radio configuration file for IC7300 from the server.

Did you reloaded the IC7300 config from the central repository (Oneline, not locally)?
What Baudrate are you using in jAReC for the connection?

I downloaded the latest updates from googleplay many times but there was no help. Now I downloaded through Windows with the update 27.02.2022. https://play.google.com/store/search?q=pocketrxtx This works. For some reason, when I downloaded google Play from my phone, it didn't work. But still I can't get off the ptt volume down button.

Connect your device to a Windows PC and download he following file:
